Low-income residents celebrate homeownership with the recent completion of new cooperatives, even after scams hiked the building prices well out of reach

November 21st, 2008 - A Home For The Holidays

Hundreds of low-income New Yorkers - from Bushwick, Ridgewood, and upper Manhattan - will return home for the holidays, welcoming the unlikely dream of affordable homeownership in the very same formerly decrepit buildings they had rented units in for years.

Background: In the late 1990s, a widespread scam of a government program called 203k left hundreds of New York buildings uninhabitable after profiteering con artists flipped, and abandoned, the buildings.

The 203k program, which was designed to revitalize poor neighborhoods by making homeownership affordable to those of lower incomes, wound up inflating the prices of buildings well beyond affordability for people in the affected neighborhoods. And then they foreclosed.

Tenants of the 39 occupied buildings continued to pay their rents, but no services - including trash collection and basic structural repairs - ever came back. But some fought back.

Local organizers helped unite tenants in 109 units in 18 Bushwick buildings and 5 Harlem buildings. Together with the Urban Homesteading Assistance Board and other groups, the tenants oversaw redevelopment and cooperative ownership of their buildings. Against all odds, the once-beleaguered tenants were able to take their homes back.
